REVIEW INTO THE NSW POLICE FORCE PROMOTIONS SYSTEM - 2019 NSW

The Review found that while the promotions system in NSW Police appears gender-neutral on paper, it disproportionately disadvantages women in practice. Women are under-represented at senior ranks; flexible or part-time work arrangements (which more women use) reduce access to leadership training, relieving roles, and major assignments. Caring responsibilities, relocation, and informal networks (including “cliques” or being excluded from sponsorship/mentoring) were cited as barriers. Culture plays a role: sexist attitudes, limited female role models, and perceptions that women are less ambitious or capable exist. Sexual harassment and sexism persist. The system’s merit-framework often masks unconscious bias.
